This is the kind of hat you will find on Marianne. Marianne is an image of a woman that is supposed to represent France. The little ribbon on the side of the hat would be in red, white and blue and symbolises the revolution.

hi sunny, Probably the star had to do somthing with the other national french flag of “les acadiens”. The star represents la sainte marie (saint mary, holy mary). Les acadien call “her star of the sea.”.If you look good the background on your pic are waves of water. And the french ‘star’ during revolution was marianne, their french revulutionary icon.
I even think you can see a resemblance of the battle on Liberty Leading the People by Eugène Delacroix who’s at the Louvre. And the link with the french revolution…
